Course Introduction

Public sector development management provides the institutional and managerial foundation for translating development priorities, government policies, strategic plans, and public investments into coordinated programmes and measurable results. Effective development management requires more than designing individual programmes; it requires institutions to coordinate multiple interventions, align resources, manage dependencies, monitor performance, address risks, and maintain strategic coherence across government. This course provides a practical framework for strengthening development management and programme coordination capabilities within public institutions.

Government development programmes frequently involve several ministries, departments, agencies, local authorities, development partners, private-sector organizations, civil society groups, and communities. Without effective coordination, programmes can suffer from overlapping mandates, duplicated activities, inconsistent implementation, fragmented resources, conflicting timelines, weak information sharing, and unclear accountability. Participants will learn practical approaches for establishing programme coordination structures, clarifying institutional roles, managing dependencies, coordinating implementation, and resolving cross-institutional challenges.

The course examines the relationship between development strategies, sector plans, institutional priorities, programmes, projects, budgets, public investment plans, and implementation frameworks. Participants will explore how to create programme portfolios that remain aligned with strategic objectives and available resources while ensuring that individual programme components contribute to shared development outcomes. Particular emphasis is placed on programme prioritization, resource alignment, implementation sequencing, governance, performance management, stakeholder coordination, and evidence-based decision-making.

Effective programme coordination depends on reliable and timely information. Participants will examine how programme-management information systems, administrative data, financial information, performance indicators, dashboards, geographic information, analytics, and digital collaboration platforms can improve coordination and management decisions. Emerging applications of artificial intelligence, predictive analytics, automated reporting, workflow management, digital twins, and real-time programme intelligence will be considered alongside data governance, interoperability, cybersecurity, privacy, responsible AI, and human oversight.

Development programmes also operate in uncertain and changing environments. Fiscal pressures, economic conditions, climate events, emergencies, policy changes, technology disruptions, institutional restructuring, and evolving stakeholder needs can affect programme implementation. Participants will therefore examine programme risk management, adaptive coordination, scenario analysis, contingency planning, change management, implementation reviews, and resource reprioritization to help programmes remain relevant and deliverable under changing conditions.

By the end of the programme, participants will be able to coordinate complex development programmes, establish governance arrangements, align resources and institutional responsibilities, manage programme dependencies, monitor implementation, address risks, resolve coordination problems, and support evidence-based programme improvement. The training is designed to strengthen public-sector development management and build coordinated delivery systems capable of achieving sustainable, inclusive, and measurable development results.
