Course Introduction

The Public Sector Development Management and National Planning Systems Training Course is an advanced professional programme designed to strengthen the capacity of government leaders and public-sector professionals to manage national development processes through integrated planning, policy coordination, programme management, resource allocation, implementation, monitoring, and institutional performance systems. It provides practical approaches for connecting national development priorities with sector strategies, institutional plans, budgets, public investments, and measurable development outcomes.

Effective national planning requires an integrated system in which government institutions understand their respective mandates while working toward shared development objectives. This programme examines how national planning systems can translate long-term visions into strategic priorities, medium-term plans, programmes, projects, budgets, implementation frameworks, and performance targets. Participants will learn how to identify development challenges, prioritize interventions, align resources, coordinate institutions, and establish mechanisms for monitoring whether planned actions are producing the intended results.

Development management is addressed as a comprehensive discipline encompassing policy implementation, programme and project management, public investment, institutional capacity, financial resources, human capital, procurement, infrastructure, data, stakeholder engagement, and performance management. Participants will explore methods for strengthening the connection between planning and execution, reducing fragmented interventions, improving implementation discipline, and ensuring that government resources are directed toward high-impact national development priorities.

The course also examines the institutional architecture of national planning systems, including central planning authorities, finance and budget institutions, sector ministries, departments, agencies, subnational governments, development partners, and other stakeholders. Participants will assess mechanisms for interinstitutional coordination, planning alignment, resource synchronization, information sharing, joint programme management, performance reporting, and accountability across different levels of government.

Emerging development-management issues are integrated throughout the programme, including artificial intelligence, predictive planning analytics, digital public infrastructure, integrated management information systems, geospatial intelligence, climate-responsive planning, strategic foresight, digital public investment, real-time performance monitoring, innovative financing, and adaptive governance. Participants will also examine challenges involving data governance, cybersecurity, privacy, interoperability, ethical technology use, institutional readiness, and workforce transformation.

By the end of the course, participants will be able to strengthen national planning systems, coordinate development strategies, formulate integrated programmes, align resources, manage implementation, improve institutional coordination, monitor development performance, manage strategic risks, and support evidence-based decision-making. The programme equips participants with practical tools for building coherent, resilient, accountable, and results-oriented public-sector development management systems.
