Course Introduction

Public Sector Design Thinking Training Course provides government professionals with a practical, human-centred approach to solving complex policy, service delivery, and institutional challenges. Design thinking helps public institutions move beyond assumptions and conventional administrative solutions by understanding the real experiences, needs, motivations, and constraints of citizens and service users. Participants learn how structured design methods can support better decisions, more responsive services, and measurable public value.

The course explores the complete design thinking process, from identifying and framing public problems through research, ideation, prototyping, testing, refinement, and implementation. Participants will learn how to investigate complex challenges from multiple perspectives and translate evidence into actionable design opportunities. The emphasis is on practical application within government environments where problems are often shaped by regulations, limited resources, institutional silos, political priorities, legacy systems, and diverse citizen expectations.

A major component of the programme focuses on understanding citizens and users through qualitative and quantitative research. Participants examine techniques such as interviews, observation, journey mapping, personas, stakeholder mapping, empathy research, service walkthroughs, and feedback analysis. These methods enable government teams to uncover hidden barriers, unmet needs, pain points, behavioural patterns, and opportunities for improvement that may not be visible through administrative data alone.

Participants will also develop capabilities in collaborative ideation and rapid prototyping. The course demonstrates how multidisciplinary teams can generate alternative solutions, test assumptions early, and obtain useful feedback before committing substantial financial or organizational resources. Practical approaches to low-fidelity and digital prototyping, experimentation, service blueprinting, scenario testing, and iterative improvement are explored in a public sector context.

The programme addresses emerging issues affecting government design practice, including digital government, artificial intelligence, inclusive design, accessibility, behavioural insights, data-driven services, automation, omnichannel delivery, and responsible technology adoption. Participants will examine how design thinking can help institutions address digital exclusion, algorithmic bias, privacy concerns, changing citizen expectations, and increasingly complex service ecosystems while maintaining fairness, transparency, accountability, and public trust.

By the end of the programme, participants will be able to apply design thinking as a practical management and service improvement capability. They will understand how to establish design-led projects, organize multidisciplinary teams, engage citizens, develop prototypes, test solutions, interpret evidence, and translate successful concepts into implementable public services and policies.
