Course Introduction
Public institutions manage some of the largest and most sensitive collections of personal information, including citizen records, health information, taxation data, social protection databases, biometric identifiers, land records, and national identity information. As governments accelerate digital transformation initiatives, ensuring lawful, secure, transparent, and accountable handling of public data has become a strategic governance priority. This course provides advanced knowledge and practical skills for managing public sector data governance and privacy compliance programs effectively.
The course explores how government ministries, agencies, municipalities, regulators, and public service institutions can establish governance structures that support compliance with data protection legislation while maintaining efficient public service delivery. Participants will examine the principles of accountability, transparency, fairness, and lawful processing that underpin modern public sector information management systems and digital government initiatives.
Participants will gain a detailed understanding of privacy obligations throughout the information lifecycle, including collection, processing, sharing, retention, archival preservation, and disposal of public sector records. The program emphasizes the integration of privacy controls into policy development, procurement processes, public administration workflows, and digital service delivery platforms operating at national and local levels.
Special attention is given to emerging technologies transforming government operations, including artificial intelligence, digital identity systems, cloud computing, smart cities, open government data programs, and cross-border information exchange initiatives. Participants will learn how to evaluate risks associated with these technologies while maintaining legal compliance and protecting public trust.
The training also addresses governance challenges involving inter-agency data sharing, cybersecurity incidents, third-party service providers, public-private partnerships, and increasing regulatory scrutiny surrounding citizen data management. Participants will learn how to establish robust controls, oversight mechanisms, and assurance frameworks capable of supporting modern government operations.
By the end of the course, participants will possess the knowledge and tools necessary to develop, implement, monitor, and continuously improve public sector data governance and privacy compliance programs that strengthen accountability, enhance citizen confidence, and support responsible digital transformation across government institutions.
