Course Introduction

This Public Sector Capacity Building for PPP Procurement course is designed to strengthen the institutional, technical, and managerial capabilities of government officials responsible for planning, procuring, and managing public private partnership projects. It focuses on equipping participants with practical knowledge and tools required to improve procurement efficiency, enhance transparency, and ensure successful delivery of infrastructure projects across sectors such as transport, energy, water, and urban development.

Public sector institutions play a critical role in ensuring that PPP projects deliver value for money, meet public needs, and comply with regulatory frameworks. This course explores how governments can build strong institutional frameworks, improve decision-making processes, and enhance inter-agency coordination for effective PPP procurement. It emphasizes the importance of governance, accountability, and policy alignment in achieving sustainable infrastructure outcomes.

Participants will gain insights into the entire PPP project lifecycle including project identification, feasibility assessment, procurement planning, bid evaluation, contract management, and performance monitoring. The course highlights common capacity gaps in public institutions and provides practical solutions for strengthening technical, financial, and legal competencies required for successful PPP implementation.

A strong focus is placed on institutional strengthening, organizational restructuring, skills development, and knowledge management systems within the public sector. Participants will learn how to design procurement units, develop standardized procedures, and implement governance mechanisms that support efficient PPP delivery. Real-world case studies illustrate how capacity building improves infrastructure procurement outcomes in different countries.

The course also explores digital transformation in public procurement, including the use of e-procurement systems, data-driven decision-making tools, AI-supported policy analysis, and digital contract management platforms. These innovations enhance transparency, reduce corruption risks, and improve efficiency in public sector procurement processes.

By the end of the course, participants will be able to design and implement capacity-building strategies that strengthen PPP procurement systems within government institutions. They will be equipped to improve institutional performance, enhance infrastructure delivery, and support long-term national development objectives.
