Course Introduction
The Public Sector Budget Planning, Execution and Performance Training Course provides an advanced and practical framework for managing public resources from strategic planning and budget formulation through appropriation, execution, monitoring, reporting, evaluation, and performance improvement. The programme equips public-sector professionals with the knowledge and practical techniques required to connect available resources with institutional priorities, service delivery commitments, fiscal responsibilities, and measurable public outcomes.
Effective public-sector budgeting requires more than preparing annual estimates. It involves translating national, sectoral, institutional, and programme priorities into realistic resource allocations while balancing fiscal constraints, policy objectives, service demands, operational capacity, and emerging risks. Participants will examine the complete budget cycle and learn how to strengthen expenditure planning, costing, prioritization, resource allocation, budget negotiations, implementation controls, and management accountability.
Budget execution is where plans are converted into actual programmes, services, projects, and public value. Participants will explore practical approaches to cash planning, commitment control, procurement coordination, expenditure monitoring, financial reporting, variance analysis, reallocations, supplementary budgets, and implementation problem-solving. Particular attention will be given to identifying causes of underspending, overspending, delayed implementation, weak controls, procurement bottlenecks, and disconnects between approved budgets and actual service delivery.
The course also emphasizes performance-oriented budgeting and the relationship between resources and results. Participants will learn how to establish meaningful performance indicators, programme targets, output and outcome measures, expenditure-performance relationships, and management reporting systems. The programme examines how budget information can support evidence-based decisions about priorities, efficiency, effectiveness, programme continuation, resource reallocation, and institutional improvement.
Contemporary public financial management is being transformed by digital budgeting systems, integrated financial management information systems, data analytics, automation, artificial intelligence, open budget platforms, and real-time expenditure monitoring. Participants will examine how emerging technologies can improve budget forecasting, expenditure analysis, fraud-risk detection, reporting, transparency, and decision support while considering cybersecurity, data quality, privacy, algorithmic bias, interoperability, and human oversight.
By the end of the programme, participants will be able to strengthen budget formulation, improve execution discipline, analyse financial and performance information, manage expenditure risks, connect resources to results, and support more transparent and accountable public financial management. The course provides practical tools for improving fiscal discipline, resource efficiency, service delivery, institutional performance, and public confidence in the management of government resources.
