Course Introduction
Effective absence, attendance, and workforce management are essential to maintaining reliable public services, controlling workforce costs, supporting employee well-being, and ensuring that government institutions have the capacity to meet operational demands. This course provides a practical framework for managing attendance patterns, addressing avoidable absenteeism, supporting legitimate leave, improving workforce availability, and aligning staffing practices with institutional priorities and public-service requirements.
Public institutions must balance operational continuity with employee rights, workplace policies, labour requirements, reasonable accommodation, health and well-being considerations, and fair treatment. Poorly managed attendance can contribute to staffing shortages, service delays, increased workload for available employees, overtime pressures, declining morale, and reduced productivity. Participants will learn how to establish fair, consistent, transparent, and evidence-based approaches for managing attendance while maintaining employee dignity and organizational accountability.
Absence management requires more than recording days away from work. It involves understanding absence patterns, identifying organizational causes, improving supervisory practices, managing leave effectively, supporting employee return to work, and distinguishing genuine workforce constraints from avoidable attendance problems. Participants will examine methods for analysing absence trends, identifying hotspots, developing appropriate interventions, and creating management systems that encourage attendance without creating punitive or inequitable workplace environments.
Workforce management connects attendance information with staffing, workload, scheduling, productivity, workforce planning, service delivery, and resource allocation. Participants will explore how attendance data can support better staffing decisions, identify capacity gaps, improve scheduling, strengthen continuity, and reduce operational disruption. The programme also examines how workforce management can respond to seasonal demand, emergencies, flexible work, hybrid arrangements, critical staffing requirements, and changing patterns of government service delivery.
Digital workforce systems are transforming attendance and workforce management through electronic timekeeping, workforce dashboards, mobile applications, automated leave management, scheduling platforms, analytics, and integrated HR systems. Artificial intelligence and predictive analytics may also support identification of workforce trends and staffing risks. The course considers these opportunities alongside privacy, cybersecurity, employee monitoring, data governance, algorithmic fairness, system accuracy, and responsible use of workforce information.
By the end of the programme, participants will be able to establish effective attendance systems, analyse absence trends, manage leave and return-to-work processes, improve workforce scheduling, strengthen supervisory practices, use workforce analytics, and develop targeted interventions for attendance and capacity challenges. The training is designed to help government institutions improve workforce reliability, employee experience, productivity, service continuity, and responsible human capital management.
