Course Introduction
The Public Revenue Collection, Taxpayer Services and Compliance Training Course provides a comprehensive framework for improving government revenue collection while strengthening taxpayer services, voluntary compliance, administrative efficiency, and public confidence in revenue institutions. The programme examines how revenue authorities can increase sustainable collections without creating unnecessary compliance burdens or undermining fairness and trust.
Effective public revenue administration requires a balanced approach. Revenue institutions must collect taxes and other public revenues efficiently while providing taxpayers with accessible information, responsive services, predictable procedures, and appropriate opportunities to resolve issues. Participants will examine how taxpayer experience, administrative simplicity, transparency, fairness, and enforcement effectiveness interact to influence compliance behaviour.
The course covers the complete revenue collection and compliance cycle, including taxpayer registration, taxpayer identification, filing, assessment, payment, collection, arrears management, compliance risk management, audit, enforcement, refunds, objections, complaints, and service recovery. Participants will learn how to identify weaknesses in revenue processes and develop practical interventions to improve collection performance.
A strong emphasis is placed on risk-based compliance management. Participants will learn how to segment taxpayers, identify high-risk behaviours, prioritize compliance interventions, design audit programmes, improve debt collection, detect revenue leakage, and distinguish between deliberate non-compliance and administrative or capacity-related difficulties.
The programme also explores modern taxpayer service models. Participants will examine digital taxpayer portals, e-filing, electronic payments, taxpayer education, call centres, service standards, complaint management, proactive communication, and assisted digital services. Particular attention is given to creating taxpayer journeys that minimize unnecessary administrative friction while maintaining appropriate controls.
Digital transformation is increasingly reshaping revenue administration. The course examines data analytics, automated compliance checks, electronic invoicing, artificial intelligence, predictive risk assessment, digital identity, transaction monitoring, and real-time revenue intelligence. Participants will also consider cybersecurity, privacy, data governance, algorithmic fairness, interoperability, auditability, and responsible AI use.
By the end of the programme, participants will be able to strengthen public revenue collection, improve taxpayer service delivery, develop risk-based compliance strategies, manage revenue arrears, identify leakage, and use digital tools to support more efficient and responsive revenue administration.
