Course Introduction

Public projects require rigorous preparation to demonstrate that proposed investments address genuine public needs, deliver measurable socioeconomic benefits and can be implemented within available financial, institutional and technical constraints. Whether an initiative involves transport infrastructure, healthcare facilities, education systems, water and sanitation, energy, digital transformation or broader public service reform, decision-makers need reliable evidence before committing public resources. A well-prepared business case provides the structured justification for investment by defining the problem, assessing alternative solutions, evaluating costs and benefits, identifying delivery requirements and demonstrating affordability. The Public Project Business Cases and Investment Readiness Course equips participants with practical methodologies for developing credible, evidence-based business cases that support transparent investment decisions and improve the likelihood of successful project implementation.

Investment readiness extends beyond the preparation of a compelling project proposal. A project may address an important development priority but remain unsuitable for approval or financing because of incomplete feasibility studies, unrealistic cost estimates, unresolved land issues, weak institutional ownership, inadequate procurement planning or insufficient environmental and social assessment. This course examines the essential conditions that determine whether a public project is sufficiently developed to proceed to appraisal, approval, financing and implementation. Participants will learn to assess project maturity systematically, identify critical preparation gaps, establish readiness criteria and develop targeted actions to address weaknesses before substantial resources are committed. The emphasis is on ensuring that projects entering the public investment pipeline are supported by credible evidence, realistic delivery assumptions and clearly defined implementation responsibilities.

Developing a robust business case requires the systematic comparison of possible interventions rather than simply defending a predetermined solution. Participants will examine how to define the underlying public policy or service delivery problem, establish baseline conditions, assess demand, identify beneficiaries and evaluate alternative options. The course explores economic appraisal, financial analysis, cost-benefit analysis, cost-effectiveness assessment, distributional analysis and lifecycle costing as complementary methods for understanding the implications of competing investment choices. It also addresses uncertainty, sensitivity analysis and risk-adjusted assumptions so that decision-makers can understand how changes in costs, demand, implementation schedules and operating conditions may influence project viability. Particular attention is given to separating financial affordability from wider economic and social value, enabling public institutions to make balanced and defensible investment decisions.

The financial and commercial dimensions of a business case are equally important because public projects must be supported by realistic funding arrangements, sustainable operating models and appropriate risk allocation. Participants will learn to prepare capital and operating expenditure estimates, develop cash-flow projections, identify financing gaps and evaluate the implications of grants, public budgets, borrowing and public-private partnership structures where relevant. The course examines how procurement strategy, contract packaging, market capacity and commercial assumptions influence project feasibility and delivery confidence. It also highlights the importance of identifying contingent liabilities, long-term maintenance obligations, revenue uncertainties and affordability pressures. Through practical exercises, participants will strengthen their ability to explain funding requirements, demonstrate value for money and identify the financial and commercial conditions that must be satisfied before investment approval.

Strong business cases must also address technical feasibility, institutional capability, environmental and social sustainability, governance arrangements and implementation risk. A project that appears economically attractive may still encounter significant delivery challenges if designs are immature, permits remain outstanding, stakeholder opposition is unresolved or the implementing institution lacks adequate capacity. This course explores integrated assessment techniques for testing project deliverability, clarifying accountability and identifying risks across the full investment lifecycle. Participants will consider how digital project preparation systems, geospatial evidence, data analytics and responsible artificial intelligence can improve demand forecasting, cost estimation, risk identification and document quality assurance. Emphasis is placed on verifying underlying data, documenting assumptions, maintaining cybersecurity and ensuring that technology supports professional judgment rather than substituting for independent appraisal and accountability.

The final objective of a business case is to enable decision-makers to determine whether a project should proceed, be redesigned, undergo further preparation or be deferred. This requires clear documentation, transparent appraisal criteria, independent challenge and an approval process that records the rationale for investment decisions. Participants will examine how to structure decision-ready business cases, prepare investment summaries, respond to appraisal findings and develop practical project preparation roadmaps. The course also considers how investment readiness can be maintained as projects move through approval, financing, procurement and implementation, with changes in scope, costs or risk assumptions triggering appropriate reassessment. By the end of the programme, participants will be better equipped to prepare credible public project business cases, improve investment pipeline quality, reduce avoidable implementation risks and support more effective use of public resources.
