Course Introduction

Governments operate under persistent pressure to achieve better public outcomes while managing limited financial, institutional, and operational resources. Value-for-money assessment provides a structured approach for determining whether public programmes are using resources economically, efficiently, and effectively while delivering appropriate outcomes for citizens. This course equips public sector professionals with practical methods for assessing value for money across programme design, implementation, investment, and review.

Value for money is broader than simply reducing expenditure. A low-cost programme may provide poor value if it produces weak outcomes, while a more expensive intervention may represent strong value if it delivers significantly better and more sustainable results. Participants will learn to examine the relationship between resources, costs, activities, outputs, outcomes, benefits, risks, quality, equity, and public value when assessing government programmes.

The course introduces the major analytical dimensions of value for money: economy, efficiency, effectiveness, and equity. Participants will learn how to assess whether inputs are acquired appropriately, whether resources are converted efficiently into outputs, whether programmes achieve intended outcomes, and whether benefits are distributed fairly among intended populations. These dimensions provide a more complete basis for government investment and programme decisions than expenditure analysis alone.

Public programme assessment often requires comparing alternatives rather than judging one intervention in isolation. Participants will explore cost-benefit analysis, cost-effectiveness analysis, economic appraisal, social value assessment, unit-cost analysis, benchmarking, option appraisal, and benefits realization. They will learn how to assess assumptions, opportunity costs, implementation risks, sensitivity, distributional effects, and longer-term sustainability.

Credible value-for-money assessment depends on reliable evidence. Participants will examine administrative data, financial records, procurement information, performance indicators, programme evaluations, service utilization data, citizen feedback, and other evidence sources. They will also explore the responsible use of dashboards, analytics, integrated data, predictive models, and artificial intelligence to strengthen assessment while addressing data quality, privacy, cybersecurity, bias, explainability, and human oversight.

By the end of the course, participants will be able to conduct structured value-for-money assessments and translate findings into practical government decisions. They will gain tools for evaluating programme options, analyzing costs and outcomes, assessing efficiency and effectiveness, identifying improvement opportunities, testing assumptions, and communicating findings to executives and oversight bodies.   • Understanding value for money as the relationship between public resources consumed and the quality, quantity, distribution, and sustainability of results achieved.

  • Distinguishing value-for-money assessment from financial control, budget monitoring, financial audit, programme evaluation, cost cutting, and conventional performance reporting.

  • Exploring why the cheapest option is not necessarily the best-value option and why programme quality and outcomes must be considered alongside cost.

  • Establishing principles for credible assessment including proportionality, transparency, evidence quality, comparability, consistency, equity, and decision usefulness.

Module 2: Economy, Efficiency, Effectiveness, and Equity

  • Assessing economy: whether government obtains appropriate inputs at suitable cost, quality, timing, and terms.

  • Assessing efficiency: whether resources are converted into outputs with minimal avoidable waste while maintaining required quality.
