Course Introduction

Public procurement law and contract management are fundamental pillars of efficient, transparent, and accountable public service delivery. This course provides a comprehensive understanding of procurement legal frameworks, contract administration principles, and governance mechanisms that guide public sector purchasing and service delivery systems.

In many jurisdictions, public procurement represents a significant portion of government expenditure, making it a high-risk area for corruption, inefficiency, and legal disputes. This course equips participants with the legal and procedural knowledge required to ensure fairness, competition, and value for money in procurement processes.

Participants will explore the full procurement lifecycle, including planning, tendering, evaluation, award, contract execution, and contract closure. Emphasis is placed on legal compliance, documentation standards, and accountability mechanisms that govern public procurement systems.

The course also focuses on contract management as a critical extension of procurement law, ensuring that awarded contracts are properly implemented, monitored, and enforced in line with agreed terms and conditions and public interest requirements.

Special attention is given to regulatory frameworks, procurement ethics, dispute resolution mechanisms, and risk management strategies that help institutions avoid litigation, financial loss, and reputational damage.

By the end of the course, participants will be able to manage procurement processes effectively, ensure legal compliance, and oversee contracts in a manner that promotes transparency, efficiency, and accountability.
