Course Introduction

Public-Private Partnerships (PPPs) have become an increasingly important approach for delivering public infrastructure and essential services by combining the strengths of government institutions with private sector expertise, innovation, and investment. As governments seek sustainable solutions to bridge infrastructure financing gaps and improve service delivery, effective procurement and contract management have become critical success factors. This course provides participants with comprehensive knowledge and practical skills required to successfully procure, negotiate, administer, and manage PPP contracts while ensuring transparency, accountability, value for money, and long-term project sustainability.

The course provides an in-depth understanding of the complete PPP procurement lifecycle, beginning with project identification, feasibility analysis, procurement planning, market engagement, tendering, bid evaluation, contract negotiation, financial close, implementation, performance monitoring, and project completion. Participants will develop practical competencies that enable them to manage complex procurement processes, evaluate procurement risks, negotiate equitable contractual arrangements, and ensure successful project delivery while complying with applicable legal and regulatory requirements.

Successful PPP implementation requires multidisciplinary knowledge covering legal, financial, commercial, technical, institutional, and governance considerations. This course examines internationally recognized procurement frameworks, contract management principles, financing models, risk allocation mechanisms, stakeholder engagement strategies, dispute resolution approaches, compliance requirements, and institutional governance practices. Through practical exercises and real-world case studies, participants will gain valuable insights into overcoming procurement challenges and improving contract performance across different infrastructure sectors.

With rapid technological advancement and increasing emphasis on sustainability, modern procurement professionals must adapt to new procurement tools, digital technologies, and evolving regulatory expectations. This course integrates emerging topics including electronic procurement systems, artificial intelligence in procurement, blockchain-enabled contract management, Environmental, Social and Governance (ESG) principles, climate-resilient infrastructure, Building Information Modeling (BIM), cybersecurity considerations, and sustainable procurement practices that are transforming Public-Private Partnership project delivery worldwide.

Contract administration remains one of the most significant determinants of PPP project success. Effective monitoring of contractor performance, contract compliance, payment administration, change management, claims resolution, and stakeholder coordination ensures projects remain on schedule, within budget, and aligned with contractual objectives. Participants will acquire practical skills for managing contract implementation throughout the entire project lifecycle while maintaining productive relationships between public institutions, private investors, contractors, and other key stakeholders.

Upon successful completion of this course, participants will possess the knowledge, analytical capabilities, and practical tools necessary to confidently manage Public-Private Partnership procurement and contract management activities. The program empowers procurement professionals, project managers, engineers, financial analysts, legal advisors, policymakers, and development practitioners to improve procurement performance, strengthen governance, minimize project risks, maximize infrastructure investment returns, and deliver sustainable public services through effective PPP implementation.
