Course Introduction

Public-Private Partnerships (PPPs) have become a critical mechanism for delivering large-scale infrastructure, public services, and development projects worldwide. This course provides a comprehensive legal and regulatory foundation for structuring, negotiating, and managing PPP arrangements effectively across sectors.

Governments increasingly rely on PPP models to bridge funding gaps, improve service delivery, and leverage private sector efficiency. However, these arrangements require strong legal frameworks to balance public interest with private investor protection.

This course explores the legal architecture governing PPPs, including concession agreements, procurement laws, regulatory oversight, and risk allocation mechanisms. Participants will gain insight into how contracts are structured to ensure accountability and sustainability.

Special emphasis is placed on understanding how PPP laws vary across jurisdictions and how international best practices influence national frameworks. The course bridges theory and practice through real-world case studies and project analysis.

Participants will also examine dispute resolution mechanisms, financing structures, and governance models that shape successful PPP implementation in infrastructure, energy, transport, and social sectors.

By the end of the course, learners will be able to design, evaluate, and legally assess PPP frameworks that support efficient, transparent, and sustainable public-private collaboration.
