Introduction

The Public-Private Partnership (PPP) for Development Course is designed to equip professionals with the knowledge and skills to effectively design, implement, and manage partnerships between the public and private sectors for sustainable development. As governments face growing pressure to deliver quality services and infrastructure amidst limited resources, PPPs offer a strategic mechanism to leverage private sector investment, innovation, and efficiency in addressing public needs. This course explores how PPPs can be structured to support national development goals while balancing risk, responsibility, and reward.

Participants will gain a comprehensive understanding of the policy, legal, financial, and operational frameworks that underpin successful PPPs. The course covers the entire PPP lifecycle from project identification and feasibility analysis to procurement, contract management, and performance monitoring. Emphasis is placed on good governance, transparency, and stakeholder engagement as critical elements for building public trust and ensuring long-term impact.

Through real-world case studies, interactive exercises, and group discussions, learners will explore diverse PPP models across sectors such as infrastructure, healthcare, education, energy, and water services. The course also examines challenges such as regulatory constraints, financing gaps, and socio-political risks, offering practical tools and strategies to mitigate them and ensure equitable outcomes for all stakeholders.

By the end of the course, participants will be empowered to contribute to the design and execution of inclusive and results-driven PPPs that enhance service delivery, stimulate economic growth, and support sustainable development. This course is ideal for government officials, private sector leaders, development practitioners, and civil society actors committed to fostering collaborative solutions to today’s complex development challenges.
