Course Introduction

Public Policy Narrative and Citizen Engagement Training Course equips government communication, policy and public engagement professionals with the strategic capability to explain policy priorities clearly while creating meaningful opportunities for citizens to understand, contribute to and influence public decision-making. The programme connects policy substance with communication, participation and public confidence.

The course examines policy narratives as structured explanations of public problems, government choices, intended outcomes, evidence, trade-offs and implementation pathways. Participants learn how to translate complex policy issues into accessible narratives without oversimplifying important evidence, concealing uncertainty or creating unrealistic expectations about what government can deliver.

Participants explore practical approaches to citizen intelligence, audience segmentation, consultation design, stakeholder mapping, listening and dialogue. The programme emphasises two-way engagement rather than one-directional information delivery, helping participants identify citizen concerns, understand different perspectives and incorporate credible feedback into policy communication and implementation.

The programme also considers how artificial intelligence can support policy narrative development and citizen engagement. Participants examine natural language processing, sentiment analysis, topic modelling, classification, generative AI and automated analysis of consultation inputs while maintaining human judgement, privacy, transparency, source validation, accessibility and appropriate governance.

Particular attention is given to difficult public policy environments involving contested reforms, polarisation, misinformation, low institutional trust, competing narratives and unequal participation. Participants develop methods for responding to criticism, identifying emerging concerns, communicating uncertainty and ensuring that engagement processes remain credible, inclusive and proportionate.

By the end of the course, participants will be able to build evidence-based policy narratives, design citizen-centred engagement approaches, analyse public feedback, advise senior leaders and integrate participation insights into communication and policy processes.
