Course Introduction

Public policy management is central to effective government leadership, requiring senior officials to translate national priorities into coherent policies, coordinated programmes, effective decisions, and measurable public outcomes. This course provides a strategic and practical framework for managing the complete policy cycle while strengthening leadership, institutional coordination, evidence use, implementation discipline, accountability, and results-oriented public administration.

Senior government officials operate in environments characterized by complex policy challenges, competing priorities, fiscal constraints, institutional interdependencies, technological disruption, and rapidly changing public expectations. Effective policy management therefore requires the ability to understand interconnected issues, establish priorities, coordinate institutions, assess alternatives, manage risks, and make timely decisions. Participants will develop approaches for navigating these challenges while maintaining strategic focus and public value.

The programme examines the policy cycle from agenda setting and problem definition through policy formulation, analysis, decision-making, implementation, monitoring, evaluation, communication, and review. Participants will explore practical tools for managing policy portfolios, aligning institutional responsibilities, coordinating stakeholders, establishing performance expectations, and ensuring that government policies remain connected to strategic objectives and available resources.

Evidence and analytical judgement are essential to senior policy management. Participants will examine how research, administrative data, economic analysis, stakeholder intelligence, monitoring information, evaluations, and strategic foresight can strengthen policy decisions. The course also addresses how senior officials can distinguish credible evidence from assumptions, communicate uncertainty, evaluate trade-offs, and make balanced decisions when information is incomplete or rapidly changing.

Modern policy management increasingly depends on digital government, data analytics, artificial intelligence, integrated information systems, and real-time decision-support capabilities. Participants will assess how these tools can improve policy analysis, coordination, implementation monitoring, forecasting, and executive decision-making. Particular attention will be given to data governance, cybersecurity, privacy, algorithmic accountability, responsible AI, interoperability, digital inclusion, and human oversight.

By the end of the programme, participants will be able to lead policy processes strategically, strengthen cross-government coordination, improve evidence-informed decision-making, manage implementation risks, monitor policy results, and adapt government interventions as circumstances change. The training is designed for senior officials seeking to improve policy coherence, institutional performance, implementation effectiveness, public accountability, and long-term government outcomes.
