Introduction

The Public Policy Development, Governance, and Public Engagement Course equips participants with the knowledge and tools needed to understand and navigate the policymaking landscape while promoting transparent, responsive, and participatory governance systems. The course blends theoretical foundations with real-world applications, enabling learners to build stronger institutions and more informed societies.

Participants will gain a deep understanding of the public policy cycle covering problem identification, agenda-setting, policy formulation, implementation, monitoring, and evaluation. Emphasis is placed on evidence-based policy development, cross-sector coordination, and the use of data and research in making informed policy decisions. The course also explores the political, economic, and institutional factors that influence policy outcomes at the local, national, and global levels.

Good governance principles including accountability, transparency, rule of law, effectiveness, and inclusiveness are central to the course. Learners will examine how governance structures can be strengthened to uphold democratic values, deliver quality services, and build public trust.
