Course Introduction

Public investment management systems provide the institutional framework through which governments identify, develop, assess, select, finance, implement, monitor, and evaluate public investment projects. This course provides participants with a practical understanding of how effective public investment management systems improve project quality, strengthen fiscal discipline, prioritise scarce resources, and increase the development impact of government investment programmes.

The course examines the complete public investment management cycle, from strategic planning and project identification through appraisal, selection, budgeting, implementation, monitoring, completion, and ex-post evaluation. Participants will explore how each stage connects to the next and how weaknesses in project preparation, appraisal, prioritisation, financing, procurement, or implementation can undermine the overall performance of public investment portfolios.

A major focus is placed on institutional arrangements, governance, decision rights, project appraisal, investment prioritisation, and integration with medium-term fiscal and budget frameworks. Participants will examine how ministries, finance authorities, planning agencies, sector institutions, project implementation units, and subnational governments can coordinate effectively to establish credible investment pipelines and ensure that projects entering the public investment programme are sufficiently prepared and justified.

The programme also addresses project implementation, procurement, financial management, monitoring, reporting, risk management, and portfolio oversight. Participants will learn how to establish systems for tracking project costs, schedules, commitments, outputs, risks, and results while identifying implementation bottlenecks early. Practical approaches to project readiness, expenditure control, portfolio review, and corrective action are integrated throughout the course.

The course considers the role of digital systems, data, climate resilience, sustainability, and emerging technologies in modern public investment management. Participants will explore how digital project databases, investment information systems, data analytics, artificial intelligence, geospatial information, climate screening, and performance dashboards can strengthen transparency, evidence-based prioritisation, monitoring, and decision-making across public investment portfolios.

The programme concludes with approaches for strengthening public investment management system maturity, institutional coordination, quality assurance, accountability, and continuous improvement. Participants will develop practical capabilities to assess existing systems, identify institutional and process weaknesses, improve project pipelines, strengthen investment governance, and establish more effective systems for delivering sustainable public investment outcomes.

Comprehensive Course Outline

Module 1: Foundations of Public Investment Management Systems

  • Understanding public investment management concepts, principles, objectives, institutional functions, and their importance to fiscal discipline and development effectiveness.

  • Examining the public investment lifecycle from strategic planning and project identification through appraisal, selection, financing, implementation, monitoring, and evaluation.

  • Identifying common weaknesses in public investment systems and understanding how fragmented processes can create poor project selection, cost overruns, delays, and weak development results.

  • Assessing the relationship between public investment management, national development planning, fiscal policy, public financial management, sector strategies, and service delivery.

Module 2: Strategic Planning and Public Investment Programming

  • Linking national development strategies, sector plans, infrastructure priorities, medium-term investment plans, and public investment programmes into coherent planning frameworks.

  • Establishing mechanisms for identifying investment needs based on development gaps, service requirements, infrastructure constraints, economic opportunities, and government priorities.

  • Developing credible public investment pipelines that distinguish between project concepts, projects under preparation, approved investments, ongoing projects, and completed investments.

  • Applying transparent programming and prioritisation approaches to manage competing investment needs within limited fiscal, institutional, and implementation capacity.

Module 3: Project Identification, Screening, and Preparation

  • Establishing systematic procedures for identifying, registering, screening, and classifying proposed public investment projects before detailed preparation.

  • Developing project concept requirements covering strategic rationale, beneficiaries, expected outcomes, preliminary costs, implementation arrangements, risks, and institutional responsibilities.

  • Designing project readiness criteria to ensure that proposed investments have adequate technical, financial, economic, environmental, social, and institutional preparation.

  • Strengthening project preparation pipelines through feasibility studies, preliminary designs, demand assessments, options analysis, cost estimates, and implementation planning.

Module 4: Project Appraisal, Selection, and Prioritisation

  • Establishing consistent financial, economic, technical, social, environmental, institutional, and risk appraisal requirements for public investment proposals.

  • Applying transparent project selection criteria that balance development impact, value for money, strategic importance, affordability, implementation readiness, and risk.

  • Designing investment prioritisation frameworks for ranking projects when available fiscal resources are insufficient to fund all eligible proposals.

  • Strengthening appraisal quality assurance, independent review, challenge functions, documentation standards, and evidence-based investment decision-making.

Module 5: Public Investment and Budget Integration
