Course Introduction

Public institution performance review provides a structured approach for assessing how effectively government departments, agencies, authorities, public bodies, and other institutions are fulfilling their mandates, using resources, delivering services, managing risks, and achieving strategic results. Effective institutional performance review goes beyond measuring individual programmes or activities by examining the overall capability, systems, leadership, processes, resources, governance, and results of an institution.

This course provides a practical and comprehensive framework for planning, conducting, managing, and using public institution performance reviews. Participants will learn how to assess institutional mandates, strategic alignment, organizational structures, leadership, workforce capability, financial management, operational systems, service delivery, performance indicators, governance, risk management, technology, stakeholder relationships, and institutional results.

Public institutions operate within complex administrative environments and are often responsible for multiple mandates and interconnected functions. Performance weaknesses may arise from unclear responsibilities, fragmented processes, inadequate resources, capacity gaps, weak coordination, outdated systems, poor information flows, ineffective controls, or organizational culture. Participants will learn how to distinguish symptoms from root causes and develop improvement strategies that address underlying institutional constraints.

The programme integrates quantitative and qualitative approaches to institutional performance assessment.
