Course Introduction
Public institution performance improvement systems provide a structured approach for strengthening organizational effectiveness, operational efficiency, service quality, accountability, and institutional results across government. Public institutions operate within complex environments involving statutory mandates, public expectations, resource constraints, regulatory requirements, political priorities, workforce challenges, technology, and interdependent government functions. Effective performance improvement therefore requires more than isolated initiatives; it requires integrated systems that connect strategy, people, processes, resources, technology, governance, performance information, and continuous improvement.
This course provides a practical framework for designing, implementing, assessing, and improving institutional performance systems within ministries, departments, agencies, authorities, municipalities, public enterprises, and other government institutions. Participants will learn how to diagnose institutional performance, identify organizational weaknesses, establish improvement priorities, develop performance measures, redesign processes, strengthen accountability, and institutionalize continuous improvement.
Institutional performance improvement begins with understanding how an organization currently operates. Participants will examine organizational mandates, structures, functions, workflows, decision-making arrangements, resource utilization, workforce capability, service standards, internal controls, information systems, and performance results. They will learn how to identify bottlenecks, duplication, capability gaps, weak coordination, inefficient processes, ineffective controls, and other factors that constrain institutional performance.
The course emphasizes the integration of strategic and operational performance. Participants will explore how strategic plans, annual work plans, budgets, programmes, projects, departmental targets, service standards, employee performance, and institutional indicators can be aligned into a coherent performance-management system. Practical approaches for setting targets, establishing accountability, monitoring progress, conducting performance reviews, and implementing corrective actions will be examined.
Digital transformation offers significant opportunities to improve institutional performance. Integrated management information systems, dashboards, workflow automation, process analytics, artificial intelligence, digital service platforms, and workforce analytics can improve visibility, productivity, responsiveness, and decision-making. The course examines these technologies while addressing data governance, cybersecurity, privacy, interoperability, digital capability, responsible AI, legacy systems, and organizational readiness.
By the end of the programme, participants will be able to assess institutional performance, design improvement systems, establish meaningful performance measures, identify root causes of underperformance, optimize organizational processes, strengthen accountability, implement improvement initiatives, and establish mechanisms for continuous performance improvement. The training is designed to help public institutions become more effective, efficient, responsive, resilient, accountable, and capable of delivering measurable public value.
