Course Introduction

Public institutions must regularly assess whether their mandates, strategies, structures, resources, processes, governance arrangements, and management systems remain fit for purpose. A well-designed management review provides decision-makers with an evidence-based picture of institutional performance, identifies systemic weaknesses, and highlights opportunities for better service delivery, efficiency, accountability, and public value. This course provides a practical framework for conducting comprehensive management reviews.

Public Institution Management Review Training Course equips senior executives, directors, managers, governance professionals, performance specialists, auditors, planners, and institutional reform practitioners with practical methods for reviewing how public institutions are managed and operated. Participants will examine organizational structures, strategic alignment, decision-making, resource utilization, workforce capability, operational processes, performance systems, financial management, risk, technology, and stakeholder relationships.

The course emphasizes a holistic review methodology rather than isolated assessment of individual functions. Participants will learn how to define review scope, establish assessment criteria, collect documentary and operational evidence, conduct interviews and consultations, analyze performance information, map processes, identify management gaps, and distinguish symptoms from underlying causes. This enables review teams to produce findings that are credible, balanced, and relevant to executive decision-making.

Participants will also learn how to assess whether institutional arrangements are aligned with statutory mandates and government priorities. The programme explores mandate clarity, organizational design, governance, delegation, accountability, coordination, workforce structures, resource allocation, service delivery, performance management, and management controls. Particular attention is given to identifying duplication, fragmentation, unnecessary bureaucracy, weak accountability, inefficient resource deployment, and gaps between strategic objectives and operational execution.

Modern management reviews must also account for rapidly changing operating environments. The course therefore addresses emerging issues such as artificial intelligence, digital government, cybersecurity, data governance, automation, hybrid work, shared services, cross-agency collaboration, changing citizen expectations, climate and operational resilience, and evolving workforce capabilities. Participants will consider how these factors affect institutional effectiveness and how management reviews can incorporate digital and organizational maturity assessments.

By the end of the programme, participants will be able to plan and execute structured public institution management reviews, gather and analyze evidence, assess institutional effectiveness, identify root causes, benchmark management practices, evaluate risks and capabilities, and formulate prioritized recommendations. Participants will gain practical tools for supporting restructuring, institutional strengthening, performance improvement, transformation, resource optimization, and sustainable management excellence.
