Course Introduction

Public institutions operate through interconnected systems of strategy, governance, leadership, people, processes, finances, technology, and service delivery. When weaknesses emerge in one area, they can quickly affect institutional performance, accountability, efficiency, and public outcomes. This course provides a systematic approach to diagnosing management challenges and identifying the underlying causes that prevent public institutions from achieving their mandates effectively.

Public Institution Management Diagnostics Training Course equips government executives, managers, analysts, and institutional reform professionals with practical methods for conducting comprehensive management diagnostics. Participants will learn how to examine institutional structures, decision-making arrangements, operating processes, resource utilization, workforce capability, performance systems, risk exposure, and stakeholder relationships to develop an evidence-based understanding of organizational health and effectiveness.

The programme emphasizes diagnosis before intervention. Rather than immediately introducing reforms or isolated improvement initiatives, participants will learn how to collect and triangulate evidence, identify symptoms and root causes, assess institutional maturity, analyze performance gaps, and determine which management issues require immediate attention. This approach helps leaders prioritize interventions based on evidence, strategic importance, risk, feasibility, and expected public value.

Management diagnostics are particularly important in complex government environments where responsibilities may overlap, processes may become bureaucratic, resources may be constrained, and accountability may be distributed across multiple levels. Participants will explore diagnostic techniques for identifying duplication, bottlenecks, unclear mandates, weak controls, capability shortages, inefficient workflows, coordination failures, ineffective governance, and gaps between strategy and implementation.

The course also addresses emerging diagnostic challenges associated with digital government, artificial intelligence, automation, data analytics, cybersecurity, hybrid work, ecosystem governance, changing workforce expectations, and increasingly complex service-delivery models. Participants will examine how new technologies and operating conditions affect institutional capability and how diagnostic methods can incorporate digital maturity, data quality, technology risks, innovation capacity, and organizational resilience.

By the end of the programme, participants will be able to plan and conduct structured management diagnostics, select appropriate assessment methods, analyze evidence, identify root causes, assess management maturity, communicate findings, and develop prioritized improvement recommendations. They will gain practical diagnostic tools that can support institutional reform, performance improvement, restructuring, transformation, resource optimization, and sustainable management excellence.

Comprehensive Course Outline

Module 1: Foundations of Public Institution Management Diagnostics

  • Understanding management diagnostics and their role in improving institutional effectiveness, accountability, efficiency, resilience, and public value.

  • Examining the difference between management diagnostics, organizational health assessments, audits, evaluations, performance reviews, risk assessments, and functional reviews.

  • Defining diagnostic principles covering evidence, objectivity, stakeholder participation, confidentiality, proportionality, root-cause analysis, and action orientation.

  • Identifying common diagnostic triggers including persistent underperformance, restructuring, service failures, governance concerns, resource pressures, reform programmes, and strategic change.

Module 2: Diagnostic Frameworks and Assessment Design

  • Designing integrated diagnostic frameworks that assess strategy, governance, structure, leadership, culture, workforce, processes, resources, technology, risk, and performance.

  • Establishing diagnostic questions, assessment criteria, indicators, evidence requirements, scoring methods, maturity levels, and analytical assumptions.

  • Selecting diagnostic methodologies according to institutional mandate, organizational complexity, available data, assessment objectives, resources, and stakeholder environment.

  • Developing diagnostic workplans covering scope, stakeholders, data sources, methods, timelines, responsibilities, quality assurance, risks, and expected outputs.

Module 3: Strategy, Mandate and Institutional Alignment

  • Assessing whether institutional strategies, mandates, programmes, operating priorities, resources, and performance objectives remain aligned with government priorities.

  • Mapping strategic objectives to institutional functions, programmes, capabilities, responsibilities, resources, performance indicators, and expected public outcomes.

  • Identifying gaps between strategic intent and operational execution, including unclear priorities, weak implementation mechanisms, fragmented responsibilities, and inadequate resources.

  • Evaluating whether organizational structures and management systems enable effective delivery of statutory mandates, policies, strategies, and government commitments.

Module 4: Governance, Leadership and Decision-Making Diagnostics

  • Assessing governance structures, authority, delegation, accountability, oversight, reporting, escalation, committees, and executive decision-making arrangements.

  • Evaluating leadership effectiveness through strategic clarity, management discipline, communication, accountability, ethical behaviour, delegation, coordination, and performance focus.
