Introduction
Effective parliamentary oversight of public finances is a cornerstone of democratic governance, fiscal discipline, and responsible management of public resources. This training course is designed to equip parliamentarians and parliamentary staff with the knowledge and analytical skills required to scrutinize budgets, expenditures, and fiscal policies with confidence and authority.
The course provides a comprehensive understanding of how national budgets are formulated, approved, and executed, enabling participants to track whether public funds are used in line with approved priorities and legal frameworks. It strengthens the ability of legislators to engage meaningfully in the budget cycle and fiscal policy debates.
Participants will learn how to interpret financial statements, audit reports, and fiscal performance data to identify inefficiencies, waste, and potential misuse of public resources. The program emphasizes evidence-based oversight that moves beyond politics to professional, data-driven accountability.
Given the growing complexity of public finance, including debt, public-private partnerships, and state-owned enterprises, the course equips parliamentarians with tools to understand and oversee fiscal risks that may not be visible in the annual budget alone. This strengthens their role in safeguarding long-term fiscal sustainability.
Emerging issues such as digital public finance, open budgets, climate finance, and gender-responsive budgeting are fully integrated into the curriculum. These topics ensure that participants remain effective overseers in rapidly evolving public financial management environments.
By the end of the course, participants will be empowered to hold the executive accountable, improve the quality of budget debates, and ensure that public resources are used transparently, efficiently, and in the best interest of citizens.
