Course Introduction

Public Financial Management (PFM) and procurement systems play a central role in ensuring transparency, accountability, and efficient use of public resources. Governments and public institutions must manage public funds responsibly while ensuring that procurement processes deliver value for money and support national development priorities. This course provides professionals with the knowledge and tools required to strengthen financial governance and procurement systems within public sector institutions.

Effective PFM systems encompass budgeting, financial planning, expenditure management, revenue administration, financial reporting, and auditing processes. These systems ensure that public resources are allocated strategically and used in a manner that supports national policy goals and development programs. Participants will explore how integrated financial management frameworks enhance fiscal discipline and improve public sector performance.

Public procurement systems are equally critical because they govern how governments acquire goods, services, and infrastructure projects. Procurement represents a significant share of public expenditure, and poorly managed procurement processes can lead to inefficiencies, corruption risks, and financial losses. This course equips participants with practical knowledge of procurement regulations, tendering procedures, and contract management practices that support transparent and competitive procurement systems.

The training also explores how PFM and procurement systems interact to strengthen financial accountability and improve service delivery. Participants will learn how procurement planning, budgeting processes, and expenditure monitoring systems can be integrated to ensure effective financial governance within public institutions.

In addition, the course examines modern reforms such as e-procurement platforms, integrated financial management information systems (IFMIS), open contracting initiatives, and performance-based budgeting. These innovations are helping governments improve financial transparency, strengthen procurement oversight, and enhance public trust.

By the end of the course, participants will have the expertise to strengthen public financial management systems, implement transparent procurement processes, and support effective financial governance that promotes accountability, efficiency, and sustainable development outcomes.
