Introduction

Public Financial Management (PFM) plays a fundamental role in ensuring transparency, accountability, and efficient utilization of public resources to achieve national development priorities. This course provides participants with practical and strategic understanding of budgeting processes, fiscal discipline, resource allocation frameworks, and financial accountability mechanisms that support effective public sector governance. Participants will learn how sound financial planning strengthens policy implementation, service delivery, and institutional performance.

Governments and public institutions operate in increasingly complex financial environments characterized by limited resources, competing priorities, and heightened demands for accountability. This course equips participants with practical skills in budget formulation, execution, monitoring, and reporting aligned with international standards and emerging reforms in public sector financial management. Emphasis is placed on improving fiscal sustainability and promoting responsible financial stewardship.

Participants will gain a comprehensive understanding of medium-term expenditure frameworks, program-based budgeting, public expenditure tracking, and fiscal risk management approaches. The course integrates global best practices and real-world case studies to enhance participants’ ability to align financial resources with policy priorities, improve public value, and ensure prudent management of public funds.

The training also explores emerging issues such as digital transformation in public finance, open budget initiatives, participatory budgeting, fiscal transparency reforms, and results-based financial management approaches. Participants will learn how technology improves financial reporting efficiency, strengthens monitoring systems, and enhances accountability in public resource utilization.

Effective budgeting requires strong analytical capacity, stakeholder engagement, and alignment between policy objectives and financial plans. This course introduces practical tools for revenue forecasting, expenditure prioritization, financial controls, and performance measurement systems that improve decision-making processes within public sector institutions.

By the end of the training, participants will be equipped with knowledge, tools, and practical approaches to strengthen public financial governance systems, improve budget credibility, enhance accountability mechanisms, and support evidence-based resource allocation aligned with national and institutional priorities.
