Course Introduction

Public financial management (PFM) and budget execution are central pillars of effective governance, ensuring that public resources are planned, allocated, disbursed, and accounted for in a transparent and efficient manner. This course provides a comprehensive understanding of how financial systems operate within the public sector.

Budget execution determines how well governments translate approved budgets into actual service delivery outcomes. This course equips participants with the tools and techniques required to manage funds efficiently while ensuring compliance with financial regulations and fiscal policies.

Strong PFM systems are critical for maintaining macroeconomic stability, improving service delivery, and enhancing public accountability. Participants will explore how budgeting processes are structured, implemented, and monitored across different levels of government.

The course emphasizes the link between planning, budgeting, and execution, ensuring that financial decisions are aligned with strategic priorities and national development objectives. It also highlights modern reforms in performance-based budgeting and digital financial systems.

Transparency and accountability are key principles in public finance. This course examines mechanisms such as audits, internal controls, and reporting systems that ensure public funds are used responsibly and effectively.

By the end of the program, participants will be able to analyze, design, and improve budget execution systems that enhance fiscal discipline, efficiency, and value for money in public sector institutions.
