Course Introduction

Public expenditure management is fundamental to ensuring that government resources are allocated, controlled, and utilized in ways that support economic stability, effective public service delivery, and sustainable development. The Public Expenditure Management and Fiscal Strategy Training Course provides participants with advanced knowledge and practical capabilities for strengthening expenditure planning, fiscal discipline, budget execution, resource allocation, and long-term fiscal decision-making.

The course examines the complete public expenditure cycle, from strategic fiscal planning and budget formulation through appropriation, commitment control, procurement, payment, reporting, monitoring, evaluation, and expenditure review. Participants will explore how governments can improve the credibility of budgets, strengthen expenditure controls, reduce inefficiencies, manage fiscal pressures, and ensure that public spending remains aligned with national development priorities and available fiscal resources.

A central component of the programme is the development of effective fiscal strategies that balance government expenditure requirements with revenue capacity, borrowing constraints, debt obligations, and broader macroeconomic objectives. Participants will examine fiscal deficits, debt sustainability, fiscal space, expenditure ceilings, revenue projections, fiscal adjustment, and medium-term fiscal frameworks while developing the analytical skills required to evaluate alternative fiscal policy choices.

The training places particular emphasis on improving the quality and efficiency of public expenditure. Participants will learn how to undertake expenditure analysis, identify inefficient spending, strengthen programme prioritization, apply value-for-money principles, and improve the relationship between financial allocations and measurable public-sector results. Practical approaches to programme-based budgeting, performance budgeting, public investment management, and expenditure reviews will also be examined.

The course also addresses emerging fiscal challenges that increasingly affect public expenditure systems, including economic shocks, climate-related expenditures, demographic pressures, public-sector wage costs, infrastructure financing requirements, contingent liabilities, public-private partnerships, digital transformation, and changing development financing conditions. Participants will consider how governments can build fiscal resilience while preserving essential services and strategically important development investments.

By completing the course, participants will be better prepared to formulate sustainable fiscal strategies, strengthen expenditure management systems, improve budget execution, manage fiscal risks, and support evidence-based resource allocation. The knowledge and tools gained will enable participants to contribute more effectively to fiscally responsible public financial management, improved government performance, and sustainable economic and social development.
