Course Introduction

Public budgeting for sustainable infrastructure and urban development is a critical discipline that ensures cities and nations can plan, finance, and maintain essential infrastructure systems that support long-term economic growth and social well-being. This course provides participants with advanced knowledge on how public budgets can be structured to deliver sustainable infrastructure solutions in rapidly urbanizing environments.

Urban development pressures continue to intensify due to population growth, migration, and increasing demand for housing, transport, water, and energy services. Many governments struggle to align fiscal resources with infrastructure needs, leading to gaps in service delivery. This program addresses these challenges by equipping participants with tools to integrate infrastructure planning with public budgeting systems effectively.

Sustainable infrastructure requires long-term financial planning, efficient resource allocation, and strong institutional coordination. This course explores how governments can design multi-year budgeting frameworks that prioritize sustainability, resilience, and inclusivity in urban development projects. Participants will learn how to balance short-term fiscal constraints with long-term infrastructure investment goals.

Climate change and environmental sustainability are now central considerations in infrastructure budgeting. This course examines how green infrastructure, climate-resilient urban systems, and low-carbon development strategies can be integrated into public financial planning processes. Participants will gain insights into financing models that support environmentally sustainable urban growth.

The course also focuses on governance and institutional frameworks that support effective infrastructure budgeting and urban development planning. It highlights the importance of intergovernmental coordination, public-private partnerships, and stakeholder engagement in delivering sustainable infrastructure outcomes across urban systems.

By the end of the course, participants will be able to design, implement, and manage public budgeting systems that support sustainable infrastructure development, enhance urban resilience, and promote inclusive and efficient city growth.
