Course Introduction

Public budgeting for climate finance and green development is increasingly vital as governments respond to climate change challenges, environmental degradation, and the urgent need for sustainable economic transformation. This course equips participants with advanced knowledge and tools to integrate climate considerations into public budgeting systems effectively.

Climate finance has become a key driver of sustainable development, enabling governments to mobilize, allocate, and manage resources for mitigation and adaptation initiatives. This program explores how public financial systems can be restructured to support low-carbon development pathways and climate-resilient infrastructure investments.

Many public sector budgeting systems still lack integration of environmental and climate considerations, leading to underinvestment in green development priorities. This course addresses these gaps by providing frameworks for mainstreaming climate finance into national and institutional budgeting processes.

The course also emphasizes the importance of aligning public expenditure with global climate commitments such as the Paris Agreement and Sustainable Development Goals. Participants will learn how to design budgets that support environmental sustainability while maintaining fiscal discipline and development effectiveness.

Green development requires innovative financing mechanisms, including carbon financing, green bonds, and climate funds. This program highlights how governments can leverage these instruments to expand fiscal space and accelerate investment in climate-smart infrastructure and services.

By the end of the course, participants will be able to design and implement climate-responsive budgeting systems that strengthen environmental governance, improve fiscal sustainability, and support green economic transformation.
