Introduction

Assessing the performance and impact of projects is essential for ensuring accountability, learning, and evidence-based decision-making. The Project Performance Assessment and Impact Evaluation Course is designed to equip development practitioners, project managers, M&E professionals, and policy makers with the tools and techniques needed to systematically evaluate project achievements, effectiveness, efficiency, sustainability, and long-term impact.

This course explores both performance assessment and impact evaluation frameworks, helping participants understand how to measure results across the entire results chain from outputs to outcomes and impact. It covers a range of evaluation approaches, including theory-based evaluation, contribution analysis, and counterfactual methods such as randomized control trials and quasi-experimental designs. Emphasis is placed on developing evaluation questions, selecting appropriate indicators, and collecting, analyzing, and interpreting high-quality data.

Participants will engage in hands-on exercises, real-world case studies, and simulations that build their capacity to design, manage, and use evaluation findings effectively. Topics such as integrating gender and equity, ethical considerations in data collection, and leveraging digital tools (e.g., SPSS, NVivo, KoboToolbox, and GIS) are included to provide a modern and practical evaluation skill set.

By the end of this course the learners should be able to:

·       Understand the principles and purposes of project performance assessment and impact evaluation, and how they contribute to learning, accountability, and evidence-based decision-making.

·       Differentiate between types of evaluations (formative, summative, process, outcome, and impact), and select the most appropriate approach based on the project’s context and evaluation goals.

·       Design robust evaluation frameworks using tools such as the Logical Framework Approach (LFA), Theory of Change (ToC), and results chains to clearly define outputs, outcomes, and impacts.

·       Develop relevant and measurable indicators to assess project performance and long-term impact, and link them effectively to evaluation questions and objectives.

·       Plan and manage the evaluation process, including scoping, stakeholder engagement, budgeting, team composition, and ethical considerations.

·       Apply qualitative and quantitative data collection methods and sampling strategies that ensure the reliability and validity of evaluation findings.

·       Analyze and interpret evaluation data using statistical techniques (e.g., regression, t-tests, ANOVA) and qualitative analysis tools (e.g., thematic coding, content analysis).

·       Apply appropriate impact evaluation designs, including experimental (RCT), quasi-experimental (e.g., Difference-in-Differences, Propensity Score Matching), and theory-based approaches (e.g., Contribution Analysis).

·       Integrate gender, equity, and inclusion perspectives into performance and impact evaluations through disaggregated data and inclusive evaluation questions.

·       Communicate evaluation findings effectively through structured reports, visual dashboards, and presentations tailored to diverse stakeholders.
