Course Introduction
Gender equality programmes require more than well-designed policies; they demand disciplined project management, meaningful participation, strong institutional coordination, reliable financing, and measurable results. The Project Management for Gender Equality Programmes Course equips professionals with practical capabilities to design, plan, implement, monitor, and evaluate programmes that address structural inequalities and improve equitable access to opportunities, services, resources, decision-making, and economic participation.
The course covers the full programme management cycle, from gender analysis and needs assessment through programme design, budgeting, implementation, stakeholder engagement, monitoring, evaluation, learning, and sustainability. Participants will learn how to translate gender equality priorities into clear objectives, activities, indicators, workplans, budgets, governance structures, risk controls, and results frameworks that can guide effective programme delivery.
Participants will examine gender equality programming across economic empowerment, education, health, agriculture, climate action, governance, infrastructure, employment, entrepreneurship, social protection, peacebuilding, humanitarian response, and community development. The course emphasizes intersectional approaches that recognize how gender interacts with age, disability, socioeconomic status, geography, ethnicity, migration, displacement, and other contextual factors affecting access, participation, vulnerability, and outcomes.
A strong focus is placed on gender-responsive budgeting, financing, procurement, resource allocation, and institutional accountability. Participants will explore how to develop realistic programme budgets, track gender-related expenditure, mobilize resources, assess funding gaps, strengthen financial controls, and align programme investments with measurable gender equality outcomes. Practical approaches to donor compliance, partnership management, grants, and performance-based financing are also addressed.
Digital tools and evidence systems are increasingly important for effective gender equality programme management. The course introduces applications of digital data collection, GIS, dashboards, artificial intelligence, data analytics, mobile platforms, beneficiary management systems, and gender-disaggregated information systems. Participants will examine how technology can strengthen needs assessment, targeting, monitoring, reporting, accountability, learning, and evidence-based decision-making while considering privacy, accessibility, and digital inclusion.
The programme also addresses organizational change, leadership, safeguarding, prevention of gender-based violence, stakeholder engagement, social norms, communications, and sustainability. Participants will develop practical skills to manage multidisciplinary teams, engage communities and institutions, anticipate implementation risks, measure meaningful change, and establish systems that promote accountability and lasting gender equality outcomes.
