Introduction

Effective project planning and decision-making rely heavily on rigorous appraisals and evaluations that provide evidence on feasibility, value for money, and long-term impact. The Project Appraisals and Impact Evaluations Course is designed to equip participants with the analytical tools, methodologies, and practical skills needed to assess the viability of projects before implementation and to measure their effectiveness upon completion. This ensures that resources are allocated efficiently and that projects deliver measurable development results.

The course introduces participants to various types of project appraisals, including financial, economic, technical, institutional, environmental, and social assessments. Participants will learn how to conduct cost-benefit analysis, risk analysis, and stakeholder mapping as part of comprehensive appraisal frameworks. The training also emphasizes participatory appraisal techniques that enhance inclusiveness, sustainability, and alignment with stakeholder needs.

In the second half of the course, the focus shifts to impact evaluation assessing the actual changes attributable to a project or intervention. Participants will explore experimental and quasi-experimental designs, theory-based evaluations, and mixed-methods approaches. The course highlights how to identify counterfactuals, construct valid indicators, collect and analyze relevant data, and draw actionable conclusions that inform policy and future programming.

By the end of the course, participants will have a solid foundation to conduct or oversee high-quality project appraisals and impact evaluations. They will be better equipped to support evidence-based decision-making, improve accountability, and contribute to the design of projects that generate meaningful and sustainable outcomes.
