Course Introduction

Procurement law and policy provide the legal and institutional framework that governs how organizations acquire goods, works, and services. In both public and private sector environments, procurement must comply with established legal standards, regulatory requirements, and organizational policies to ensure transparency, fairness, and accountability. This course provides participants with comprehensive knowledge of procurement law, procurement policy frameworks, and contract administration practices that support compliant and efficient procurement operations.

Organizations often operate within complex procurement environments where multiple regulations, contractual obligations, and governance requirements must be observed. Failure to comply with procurement laws and policies can result in financial losses, legal disputes, reputational damage, and project delays. This training equips participants with the legal knowledge and practical tools required to navigate procurement regulations and manage procurement processes in a legally compliant manner.

The course also focuses on the critical role of procurement policy in guiding procurement decision-making. Well-developed procurement policies help organizations establish clear procurement procedures, define accountability structures, and ensure consistent procurement practices across departments. Participants will explore how procurement policies support transparency, competition, and value for money in procurement processes.

Contract administration is another essential component of procurement management. Once procurement contracts are awarded, organizations must effectively manage contractual obligations to ensure that suppliers deliver goods and services according to agreed terms. Participants will learn how to manage procurement contracts, monitor supplier performance, and address contractual disputes when they arise.

The course also examines emerging trends in procurement law and governance including digital procurement systems, international procurement standards, and evolving regulatory frameworks. Participants will gain insights into how electronic procurement platforms and digital contract management systems improve compliance, transparency, and procurement oversight.

By the end of the training, participants will have developed the competencies required to interpret procurement laws, implement procurement policies, manage procurement contracts, and ensure compliance with legal and regulatory requirements across procurement operations.
