Introduction

Emergencies whether natural disasters, armed conflicts, pandemics, or humanitarian crises demand rapid, coordinated, and efficient responses to meet urgent needs and save lives. At the heart of every effective emergency response lies a robust procurement and logistics system. The Procurement and Logistics in Emergency Situations Course is designed to equip humanitarian and emergency response professionals with the skills and knowledge needed to procure essential goods and services and manage supply chains under pressure, in often unpredictable and resource-constrained environments.

This course provides a comprehensive understanding of emergency procurement principles, logistics operations, and supply chain coordination in disaster contexts. Participants will explore critical topics such as rapid procurement processes, supplier prequalification, transport and warehousing in emergencies, and compliance with donor and organizational policies. Emphasis is placed on balancing speed, cost-effectiveness, transparency, and accountability while delivering urgent assistance.

Through real-life case studies, simulations, and interactive exercises, participants will develop practical skills in planning, executing, and evaluating procurement and logistics functions during emergencies. They will also learn how to manage inventory in high-turnover situations, navigate customs and import regulations, and coordinate with partners and stakeholders involved in emergency supply chains. The course also examines the importance of preparedness and contingency planning to strengthen response capacity.

By the end of the course, participants will be better prepared to handle the complexities of emergency logistics and procurement with confidence and professionalism. Whether working in humanitarian operations, disaster management, or support services, learners will gain the technical and operational competencies to improve speed, coordination, and impact in times of crisis.
