Course Introduction

Proactive public service delivery represents a significant shift from traditional government models in which citizens must identify services, submit applications, provide information repeatedly, and navigate multiple administrative channels. Instead, proactive government uses data, digital systems, integrated processes, and citizen insights to anticipate legitimate needs and offer relevant services at the appropriate time. This course equips public sector professionals with practical approaches for designing and managing proactive, responsive, and citizen-centered service delivery.

Traditional service delivery often places the administrative burden on citizens, requiring them to understand eligibility rules, identify available programs, complete forms, and follow up on applications. Proactive service models seek to reduce these barriers by using authorized government information to identify potential needs and initiate appropriate service journeys. Participants will explore how proactive approaches can improve access, reduce administrative burdens, increase service uptake, and create more seamless interactions between citizens and government institutions.
