Introduction

The PPP Project Structuring, Financing, and Value Assessment Course is designed to equip professionals with the specialized knowledge and technical skills required to design, finance, and evaluate Public-Private Partnership (PPP) projects effectively. As infrastructure demands grow globally, PPPs have become a critical mechanism for mobilizing private capital and expertise to deliver essential public services efficiently and sustainably. This course offers a practical, comprehensive framework for structuring successful PPP transactions from conception to closure.

Participants will explore the fundamental principles of PPPs, including the rationale for partnership, key contractual models, and the allocation of risks and responsibilities between public and private sectors. Emphasis is placed on designing value-for-money frameworks and achieving financial sustainability through robust project structuring and innovative financing mechanisms.

The course provides participants with analytical and practical tools for assessing PPP financial viability, conducting value-for-money (VfM) assessments, and evaluating project risks. Through simulations, case studies, and group exercises, participants will learn to apply international best practices in PPP structuring, negotiation, and lifecycle management.

Participants will also gain insight into the diverse financing instruments used in PPPs such as debt, equity, blended finance, and guarantees and learn how to design financial models that align with project goals and stakeholder interests. The course highlights the importance of transparency, accountability, and stakeholder engagement throughout the PPP process.

Emerging topics such as sustainable PPPs, climate-resilient infrastructure, and digital transformation in PPP project management are also integrated, providing a future-oriented perspective. Participants will explore global trends in green financing, ESG-linked PPPs, and digital procurement tools that are reshaping how partnerships are structured and managed.

By the end of the training, participants will possess the expertise to structure, finance, and assess PPP projects that deliver measurable economic, social, and environmental value, while ensuring fiscal responsibility and long-term project sustainability.
