Course Introduction
Effective public policy begins with accurately understanding the problem that government is trying to address. Poorly diagnosed policy problems can lead to inappropriate interventions, inefficient resource allocation, unintended consequences, weak public support, and disappointing outcomes. The Policy Problem Diagnosis and Government Intervention Design Training Course equips public officials with structured methods for diagnosing complex policy problems, identifying root causes, assessing evidence, defining policy objectives, and designing interventions that are feasible, proportionate, measurable, and aligned with public priorities.
Policy problems are rarely simple or isolated. They may involve multiple causes, interacting institutions, behavioural factors, market conditions, social dynamics, regulatory constraints, historical decisions, technological change, and environmental pressures. Participants will learn how to distinguish symptoms from underlying causes and how to examine problems from economic, institutional, behavioural, social, political, legal, technological, and systems perspectives. High-quality intervention design requires a clear connection between the diagnosed problem, policy objectives, target populations, intervention mechanisms, implementation arrangements, and expected outcomes. Participants will explore a range of government intervention instruments, including regulation, legislation, taxation, subsidies, public investment, service delivery, information campaigns, behavioural approaches, institutional reforms, partnerships, procurement, and digital interventions. They will learn how to compare instruments according to effectiveness, efficiency, equity, feasibility, administrative capacity, fiscal implications, political acceptability, and potential unintended consequences.
Evidence is central to both problem diagnosis and intervention design. Participants will develop skills for identifying appropriate data, evaluating research, interpreting administrative information, using stakeholder evidence, assessing causal claims, and identifying knowledge gaps. They will learn how to use quantitative and qualitative evidence without overlooking context or uncertainty. Particular emphasis will be placed on triangulating evidence, testing assumptions, distinguishing correlation from causation, and using structured analytical reasoning to develop credible intervention options.
