Introduction

The Policy-Oriented Monitoring and Evaluation for National Development Plans Training Course is designed to strengthen participants’ ability to link M&E systems directly to national policy priorities and development frameworks. Effective implementation of national development plans requires robust, evidence-based monitoring and evaluation systems that inform decision-making, track progress, and ensure alignment with strategic objectives. This course equips professionals with the competencies to design and manage M&E systems that provide actionable policy insights.

National governments and development partners are increasingly demanding M&E approaches that go beyond routine project tracking to assess broader policy effectiveness and impact. This training emphasizes integrating M&E within national planning and budgeting cycles, supporting better coordination across ministries, departments, and agencies. It prepares participants to use M&E as a governance tool that enhances transparency, accountability, and efficiency in the use of public resources.

Participants will explore the foundations of policy-oriented M&E, focusing on how evaluation results can guide resource allocation, influence reforms, and improve public service delivery. The course examines the role of national statistical systems, institutional coordination, and policy feedback mechanisms to ensure that data drives continuous improvement.

Emphasis will be placed on designing results-based frameworks for national development plans, identifying appropriate indicators, and harmonizing data collection and reporting mechanisms. Participants will also examine case studies of countries that have successfully institutionalized policy-driven M&E systems, highlighting lessons and best practices.

This training further explores the integration of Sustainable Development Goals (SDGs), national priorities, and sectoral strategies into a coherent M&E framework. It emphasizes the use of innovative digital tools and data visualization platforms for real-time policy tracking and performance reporting.

By the end of the course, participants will possess the analytical and strategic skills needed to embed M&E within governance structures, ensuring that evidence directly informs national decision-making, enhances policy coherence, and accelerates progress toward development goals.
