Course Introduction

Effective government policy is measured not only by the quality of its design but by whether it is implemented as intended and produces meaningful results for citizens and institutions. This course provides a practical framework for monitoring policy implementation, tracking government results, identifying delivery challenges, and strengthening accountability throughout the policy and programme implementation cycle.

Government policies are implemented through complex networks of ministries, departments, agencies, local authorities, service providers, development partners, and communities. Delays, unclear responsibilities, inadequate resources, weak coordination, poor data, and changing operating conditions can prevent intended results from being achieved. Participants will learn systematic approaches for identifying implementation gaps and generating timely information for corrective action.

The programme examines how implementation monitoring systems can connect policy objectives with activities, outputs, outcomes, indicators, milestones, targets, resources, risks, and institutional responsibilities.
