Course Introduction

Effective policy implementation is the process through which government decisions are transformed into programmes, services, regulations, institutional actions, and measurable public outcomes. This course provides an advanced practical framework for translating approved policies into coordinated implementation strategies while ensuring that institutions, resources, programmes, projects, and stakeholders work toward clearly defined government priorities.

Government policies can fail to achieve their intended results when implementation responsibilities are unclear, resources are inadequate, programmes operate in isolation, institutional coordination is weak, or performance information is not used effectively. Participants will examine the practical causes of implementation gaps and develop approaches for strengthening delivery structures, clarifying responsibilities, managing dependencies, and maintaining accountability throughout the policy implementation cycle.

Programme coordination is particularly important where national priorities involve multiple ministries, departments, agencies, local governments, development partners, contractors, communities, and private-sector participants.
