Introduction

Parliamentary oversight and legislative governance are cornerstones of democratic systems, ensuring that executive actions remain accountable, transparent, and in line with the public interest. Through well-structured processes, legislatures have the mandate to scrutinize government performance, enforce legal compliance, and protect the rights of citizens. In an era of increasing political complexity, this function is critical for maintaining checks and balances within the governance framework.

In many countries, the effectiveness of parliamentary oversight determines the overall credibility and functionality of governance institutions. Oversight mechanisms such as legislative committees, public accounts committees, and specialized investigative panels are key in monitoring government expenditure, evaluating policy outcomes, and ensuring that legislative intent is followed. This requires not only strong legal frameworks but also capacity-building for legislators and support staff.

The modern governance landscape presents new challenges and opportunities for parliamentary oversight. These include the integration of technology in legislative processes, rising demands for citizen engagement, and the emergence of cross-border issues such as climate change, cybersecurity, and transnational corruption. Legislatures must adapt their oversight methods to respond effectively to these evolving challenges.

This course is designed to equip participants with practical skills, strategic knowledge, and modern tools to strengthen parliamentary oversight and legislative governance. Through case studies, interactive sessions, and expert-led discussions, participants will learn to develop oversight frameworks that are responsive, transparent, and grounded in democratic principles.

By the end of the course, participants will be empowered to apply oversight mechanisms effectively in their respective legislative contexts, strengthen institutional integrity, and contribute to good governance. The program also covers emerging trends such as digital legislative platforms, open government initiatives, and international parliamentary collaboration to enhance accountability and legislative effectiveness.
