Course Introduction
Parliamentary oversight is one of the most important pillars of democratic governance, ensuring that executive institutions remain accountable, transparent, and responsive to the public they serve. Through oversight mechanisms such as committee inquiries, budget reviews, legislative scrutiny, public hearings, and investigations, parliaments safeguard the rule of law, promote good governance, and strengthen public confidence in government institutions. The Parliamentary Oversight and Accountability Training Course equips participants with comprehensive knowledge of parliamentary oversight functions, legal frameworks, accountability mechanisms, and institutional practices that promote effective governance and democratic resilience.
In an increasingly complex governance environment, legislatures are expected to oversee public expenditure, evaluate government policies, monitor implementation of legislation, assess institutional performance, and respond effectively to emerging political, economic, technological, and environmental challenges. Effective parliamentary oversight requires a thorough understanding of constitutional mandates, legislative procedures, public financial management, audit systems, ethics, administrative law, and international parliamentary standards. This course examines the legal and institutional foundations that enable legislatures to perform meaningful oversight while preserving the separation of powers and strengthening democratic accountability.
Participants will develop practical competencies in legislative scrutiny, committee management, public hearings, evidence gathering, policy analysis, oversight investigations, budget review, audit report examination, stakeholder engagement, and preparation of parliamentary reports. Special emphasis is placed on ethical leadership, anti-corruption, public financial oversight, legislative independence, citizen participation, gender-responsive governance, institutional accountability, performance auditing, intergovernmental relations, and strategic oversight planning.
