Course Introduction

Parliamentary budget oversight plays a critical role in ensuring transparency, accountability, and responsible use of public resources. This course equips legislators and support staff with the technical and analytical skills needed to scrutinize national budgets effectively and influence fiscal policy decisions.

In many governance systems, parliaments face challenges in fully understanding complex budget documents, fiscal reports, and economic projections. This training bridges that gap by building capacity in legislative fiscal analysis and evidence-based budget review.

Participants will gain practical knowledge on how to evaluate revenue estimates, expenditure priorities, debt sustainability, and macroeconomic assumptions underpinning national budgets presented by the executive.

The course also explores how parliamentary committees can strengthen oversight functions through hearings, inquiries, and structured engagement with ministries, agencies, and independent fiscal institutions.

Special focus is given to modern tools for budget analysis, including fiscal dashboards, public expenditure tracking systems, and simplified analytical frameworks for legislative decision-making.

Ultimately, this course strengthens democratic governance by enhancing the ability of parliaments to hold governments accountable for efficient, transparent, and equitable use of public funds.
