Course Introduction
Government institutions are increasingly expected to demonstrate meaningful results rather than simply report activities, expenditure, or completed deliverables. Outcome-based management provides a practical framework for shifting attention toward the changes that policies, programmes, services, investments, and reforms create for citizens and society. This course equips public sector professionals with the knowledge and tools required to manage government institutions around measurable outcomes, public value, and sustained results.
Traditional administrative management can emphasize inputs, processes, compliance, workloads, and outputs because these elements are often easier to track. However, high activity levels do not necessarily mean that a programme is effective or that citizens are experiencing better outcomes. Participants will learn how to distinguish activities and outputs from outcomes, impacts, benefits, and public value, enabling them to establish management systems that focus attention on whether government interventions are actually making a meaningful difference.
Outcome-based government management requires strong connections between strategy, policy, budgeting, programme design, implementation, performance measurement, and accountability. Participants will learn how to translate strategic priorities into outcome statements, results chains, indicators, targets, responsibilities, and review mechanisms.
