Course Introduction

Online environments have become central to communication, commerce, education, and public discourse, but they also present increasing risks of harm, misinformation, abuse, and illegal content. This course provides a structured framework for understanding, identifying, and managing online harms in compliance with regulatory and platform governance standards.

Digital platforms are under growing pressure from regulators, users, and civil society to ensure safe online ecosystems. This training equips participants with practical and legal knowledge on how content moderation systems are designed, implemented, and evaluated to reduce harmful content while respecting rights and freedoms.

The course explores the balance between freedom of expression and platform responsibility. Participants will learn how legal frameworks, community guidelines, and automated systems interact to shape content moderation decisions across social media, online marketplaces, and digital services.

Special attention is given to the operational challenges of moderating large-scale user-generated content. This includes managing misinformation, hate speech, harassment, terrorism-related content, and illegal online activities while maintaining transparency and accountability.

Participants will also examine the role of artificial intelligence, machine learning, and algorithmic moderation tools in detecting and managing harmful content. The course highlights risks such as bias, over-removal, under-removal, and lack of contextual understanding in automated systems.

Finally, the course addresses evolving global regulations such as digital services acts, online safety laws, and platform liability frameworks, preparing professionals to adapt to fast-changing compliance obligations in digital governance.
