Course Introduction

Non-governmental organisations operate in environments where strong financial management, transparent governance, donor accountability, and effective internal controls are essential for protecting resources and achieving mission objectives. The NGO Financial Management and Internal Auditing Training Course provides a comprehensive framework for strengthening financial stewardship, auditing systems, managing risks, improving accountability, and ensuring that organisational resources are used efficiently, transparently, and in accordance with approved purposes.

The programme examines the complete NGO financial management cycle, including strategic budgeting, fundraising, donor funding, cash management, procurement, payroll, grants, project expenditure, accounting, financial reporting, asset management, and financial oversight. Participants will learn how internal audit can provide independent assurance over these processes while also identifying opportunities to strengthen controls, improve efficiency, reduce financial risks, and support organisational sustainability.

Particular emphasis is placed on donor and restricted-funding compliance. NGOs frequently manage multiple grants with different budgets, eligibility requirements, reporting deadlines, cost restrictions, and accountability conditions. Participants will develop practical techniques for auditing donor expenditure, testing cost eligibility, reviewing grant allocations, reconciling project accounts, assessing supporting documentation, and identifying risks involving unsupported, duplicated, misclassified, or otherwise inappropriate expenditure.

The course also addresses NGO-specific risks involving procurement, cash handling, payroll, project implementation, subgrants, implementing partners, consultants, volunteers, assets, beneficiaries, and field operations. Participants will learn how to identify fraud indicators such as fictitious suppliers, ghost employees, inflated invoices, duplicate payments, conflicts of interest, misuse of funds, false beneficiary records, and unauthorised transactions, while applying appropriate audit procedures and evidence-gathering techniques.

Modern NGO financial management increasingly relies on cloud accounting, digital payments, donor-management systems, remote operations, data analytics, automated controls, and technology-enabled programme delivery. The programme explores how these technologies can improve financial oversight while creating new risks involving cybersecurity, data privacy, access management, digital fraud, third-party platforms, and data integrity. Emerging funding models, localisation, climate finance, blended funding, and changing donor expectations are also considered.

By the end of the programme, participants will be able to assess NGO financial management systems, conduct risk-based internal audits, evaluate donor and grant compliance, test financial transactions, assess procurement and payroll controls, analyse financial information, investigate irregularities, and communicate practical recommendations. The course supports stronger governance, financial sustainability, donor confidence, operational efficiency, accountability, and effective achievement of NGO programme objectives.
