Course Introduction

National accounts provide the integrated statistical framework used to measure economic activity, production, income, expenditure, saving, investment, and other macroeconomic flows within an economy. This National Accounts Data Management and Economic Statistics Training Course develops practical capabilities for managing, validating, compiling, analysing, and disseminating national accounts data in a structured and internationally consistent manner. The course is aligned with the principles of the System of National Accounts and addresses the evolving requirements associated with the 2025 SNA, which was adopted by the United Nations Statistical Commission in 2025 as the latest international statistical standard for national accounts.

Effective national accounts production depends not only on economic theory but also on disciplined data management. National statistical offices, central banks, ministries of finance, planning institutions, and other economic agencies must integrate information from business surveys, administrative records, government finance statistics, trade statistics, price statistics, labour statistics, household surveys, financial data, and other sources. This course examines how such datasets can be structured, classified, documented, reconciled, validated, and transformed into coherent national accounts estimates. Participants will learn how metadata, source-data assessments, data validation rules, revision controls, and transparent compilation procedures contribute to reliable economic statistics.

The programme provides practical coverage of the main national accounts concepts and compilation processes, including institutional units, economic territories, industries, products, transactions, flows, stocks, production, income, expenditure, capital formation, and financial transactions. It examines GDP through production, expenditure, and income approaches and explains how the different approaches can be reconciled within an integrated accounting framework. These areas reflect the core structure of national accounts described by the United Nations, while also incorporating practical compilation considerations highlighted in professional national accounts training by the IMF.

A major emphasis is placed on data quality and statistical consistency. Participants will explore source-data evaluation, classification mapping, missing values, outlier detection, time-series consistency, benchmarking, reconciliation, revisions, chain-linked volume measures, price and volume decomposition, and the documentation of methodological changes. The course also introduces quarterly national accounts and high-frequency indicators, including benchmarking and seasonal adjustment concepts, because timely economic statistics increasingly require analysts to integrate different frequencies and source datasets while maintaining methodological consistency.

The course further develops skills for transforming national accounts datasets into useful economic intelligence. Participants will learn how to construct and interpret GDP growth indicators, sectoral contributions, expenditure patterns, investment measures, productivity-related indicators, savings and income measures, and other macroeconomic statistics. They will also examine the importance of metadata and reporting-period information when combining datasets from different institutions. International statistical databases demonstrate why careful attention to definitions, sources, periodicity, reference periods, and methodological notes is essential when comparing economic statistics across countries or over time.

Across five days, the programme progresses from national accounts concepts and data architecture through source-data management, GDP compilation, supply and use frameworks, quality assurance, time-series analysis, dissemination, and advanced economic intelligence. Practical exercises will enable participants to work through realistic datasets, identify inconsistencies, reconcile statistical measures, analyse economic trends, and prepare decision-oriented outputs. By the end of the course, participants will have developed an integrated understanding of how national accounts data move from source collection and management to validated statistics, analytical indicators, dashboards, reports, and evidence for macroeconomic policy and planning.

Comprehensive Course Outline

Module 1: National Accounts Framework and Economic Statistics Foundations

  • Understand the purpose, scope, structure, and uses of national accounts and examine how integrated economic statistics support macroeconomic analysis, planning, forecasting, and evidence-based decision-making.

  • Explore the 2025 System of National Accounts, including its relationship with earlier frameworks, the sequence of accounts, institutional units, sectors, economic territory, transactions, flows, stocks, and accounting principles.

  • Examine the relationship between national accounts and complementary statistical domains such as prices, labour, government finance, balance of payments, business statistics, household surveys, and financial statistics.

  • Develop a national accounts data-management map showing source institutions, datasets, statistical processes, transformation stages, validation points, outputs, metadata requirements, and dissemination channels.

Module 2: National Accounts Data Architecture, Classifications and Metadata

  • Design structured national accounts data environments covering source datasets, reference periods, dimensions, indicators, classifications, units of measure, frequency, revisions, version control, and dissemination requirements.

  • Examine the use of economic classifications for industries, products, institutional sectors, transactions, and other dimensions required to transform source information into internationally comparable statistical aggregates.

  • Develop practical metadata-management procedures covering definitions, sources, collection methods, frequency, reference periods, methodology, limitations, revisions, and links between indicators and source datasets.

  • Apply data lineage and documentation techniques to track how raw administrative, survey, business, trade, price, and financial data are transformed into published national accounts statistics.

Module 3: Source Data Management and GDP Compilation

  • Assess the strengths, limitations, coverage, frequency, timeliness, and methodological suitability of major national accounts source datasets before incorporating them into GDP compilation processes.

  • Compile GDP using the production approach by examining output, intermediate consumption, gross value added, valuation concepts, industry-level estimates, and aggregation procedures.

  • Analyse GDP through expenditure components including household consumption, government consumption, gross capital formation, changes in inventories, exports, and imports.

  • Compare production, expenditure, and income estimates to identify discrepancies, investigate underlying causes, perform reconciliation, and strengthen the overall consistency of GDP estimates.

Module 4: Supply and Use Tables, Balancing and Economic Consistency

  • Understand the role of supply and use tables in integrating production, imports, intermediate consumption, final demand, exports, and other economic transactions within a coherent statistical framework.

  • Construct practical supply and use matrices and examine the relationships between industries, products, output, intermediate demand, household consumption, government demand, investment, and international trade.

  • Apply balancing procedures to identify inconsistencies between available supply and recorded uses, distinguishing genuine economic movements from source-data limitations or classification problems.

  • Use supply and use analysis to improve GDP estimates, identify data gaps, support benchmarking, and provide an analytical foundation for more integrated national accounts compilation.

Module 5: Data Quality, Validation and Reconciliation in National Accounts

  • Establish comprehensive validation frameworks using range checks, growth-rate checks, ratio analysis, accounting identities, cross-source comparisons, historical consistency tests, and automated exception reporting.

  • Detect missing observations, unusual movements, structural breaks, duplicate records, classification mismatches, inconsistent units, and other data-quality problems that can affect national accounts estimates.
