Course Introduction

Complex public challenges increasingly require governments to work beyond institutional boundaries and engage businesses, civil society organizations, communities, academia, development partners, professional associations, and other stakeholders. Issues such as climate resilience, digital transformation, public health, infrastructure, social protection, economic development, and urban management cannot always be addressed effectively by a single institution. Multi-stakeholder governance provides a structured approach for combining diverse capabilities around shared public objectives.

Multi-Stakeholder Governance and Collaborative Delivery Training Course provides participants with practical frameworks for designing, governing, coordinating, and improving collaborative initiatives involving multiple organizations and stakeholder groups. The programme focuses on how institutions can establish shared objectives, clarify responsibilities, coordinate resources, manage competing interests, build trust, and create accountability systems that enable stakeholders to work collectively toward measurable outcomes.

The course examines the full collaborative-delivery lifecycle, from stakeholder mapping and problem definition through governance design, partnership formation, joint planning, implementation, performance management, conflict resolution, learning, scaling, and exit. Participants will explore methods for identifying stakeholder interests, influence, capabilities, dependencies, incentives, risks, and potential contributions. Particular attention is given to designing governance systems that encourage participation while maintaining clear decision-making authority and accountability.

Effective collaborative delivery requires more than bringing stakeholders together. Participants will learn how to create coordination mechanisms, steering structures, working groups, decision protocols, communication systems, performance frameworks, risk registers, and escalation arrangements.
