Introduction
In an era marked by increasing frequency and intensity of natural and human-induced hazards, the need for effective early warning systems has never been greater. Multi-Hazard Early Warning Systems (MHEWS) play a critical role in reducing disaster risk, saving lives, and protecting livelihoods and infrastructure. This course is designed to provide participants with a comprehensive understanding of how MHEWS function, and how they can be planned, implemented, and sustained at national, regional, and community levels.
The course explores the core components of MHEWS, including risk knowledge, monitoring and forecasting, dissemination and communication of alerts, and community response capabilities. Participants will learn how to integrate multiple hazard types—such as floods, droughts, earthquakes, cyclones, and pandemics—into a single, coordinated warning system that supports timely and informed decision-making. Emphasis is placed on multi-sectoral coordination, stakeholder engagement, and the role of local knowledge and technology.
Through practical sessions, case studies, and real-world applications, participants will gain the skills to assess vulnerabilities, design early warning protocols, and establish effective communication channels that reach at-risk populations. The course also introduces tools and platforms used in hazard monitoring, including GIS, remote sensing, and data-driven modeling systems.
By the end of the course, participants will be able to design and support multi-hazard early warning systems that are people-centered, inclusive, and actionable. They will be equipped to contribute to national disaster risk reduction strategies, comply with international frameworks such as the Sendai Framework for Disaster Risk Reduction, and enhance resilience in vulnerable communities through early preparedness and rapid response capabilities.
