Course Introduction

Monitoring, Evaluation, Accountability and Learning (MEAL) has become a critical pillar of effective humanitarian action in an increasingly complex and rapidly changing global environment. Humanitarian organizations are expected to demonstrate measurable results, ensure accountability to affected populations, optimize resource utilization, and continuously improve program performance. Robust MEAL systems provide the evidence needed to assess program effectiveness, inform decision-making, and enhance the quality of humanitarian interventions. This course equips participants with practical knowledge and skills to design, implement, and manage comprehensive MEAL systems that support humanitarian objectives and strengthen organizational performance.

Humanitarian programs operate in dynamic environments characterized by uncertainty, insecurity, displacement, natural disasters, disease outbreaks, and resource constraints. In such contexts, timely and reliable data are essential for understanding evolving needs, monitoring progress, and adapting interventions. Effective monitoring systems enable organizations to track outputs, outcomes, and impacts while identifying implementation challenges and emerging risks.
